इसमें बीस प्रश्न दिए गए हैं जो हिन्दी और अंग्रेजी दोनों में छपे हैं।

सभी प्रश्न अनिवार्य है।

प्रत्येक प्रश्न/भाग के लिए नियत अंक उसके सामने दिए गए है।

प्रश्नों के उत्तर उसी प्राधिकृत माध्यम में लिखे जाने चाहिए, जिसका उद्देख आपके प्रवेश पत्र में किया गया है, और इस माध्यम का स्पट उल्लेख प्रश्न-सह-उत्तर (क्यू० सी० ए०) पुस्तिका के मुखप्रिष्ठ पर निर्दिष्ठ स्थान पर किया जाना चाहिए। प्राधिकृत माध्यम के अतिरिक्त अन्य किसी माध्यम में लिखे गए उत्तर पर कोई अंक नहीं मिलेंगे।

प्रश्न संख्या 1 से 10 तक प्रत्येक का उत्तर 150 शब्दों में तथा प्रश्न संख्या 11 से 20 तक प्रत्येक का उत्तर 250 शब्दों में दीजिए।

QUESTION PAPER SPECIFIC INSTRUCTIONS

(Please read each of the following instructions carefully before attempting questions)

There are TWENTY questions printed both in HINDI and in ENGLISH.

All questions are compulsory.

The number of marks carried by a question/part is indicated against it.

Answers must be written in the medium authorized in the Admission Certificate, which must be stated clearly on the cover of this Question-cum-Answer (QCA) Booklet in the space provided. No marks will be given for answers written in a medium other than the authorized one.

Answers to Question Nos. 1 to 10 should be 150 words each, whereas answers to Question Nos. 11 to 20 should be 250 words each.

Keep the word limit indicated in the questions in mind.

Any page or portion of the page left blank in the Question-cum-Answer Booklet must be struck off.

1. “भारत में स्थानीय स्वशासन पद्धति, शासन का प्रभावी साधन साबित नहीं हुई है। इस कथन का समालोचनात्मक परीक्षण कीजिए तथा स्थिति में सुधार के लिए अपने विचार प्रस्तुत कीजिए।

“The local self-government system in India has not proved to be effective instrument of governance.” Critically examine the statement and give your views to improve the situation.

2. भारत में उच्चतर न्यायपालिका में न्यायाधीशों की नियुक्ति के संदर्भ में ‘राष्ट्रीय न्यायिक नियुक्ति आयोग अधिनियम, 2014’ पर सर्वोच्च न्यायालय के निर्णय का समालोचनात्मक परीक्षण कीजिए।

Critically examine the Supreme Court’s judgement on ‘National Judicial Appointments Commission Act, 2014’ with reference to appointment of judges of higher judiciary in India.

3. ‘लोकसभा और राज्य विधानसभाओं के एक ही समय में चुनाव, चुनाव प्रचार की अवधि और व्यय को तो सीमित कर देंगे, परंतु ऐसा करने से लोगों के प्रति सरकार की जवाबदेही कम हो जाएगी।” चर्चा कीजिए।

“Simultaneous election to the Lok Sabha and the State Assemblies will limit the amount of time and money spent in electioneering but it will reduce the government’s accountability to the people.” Discuss.

4. भारतीय राजनीतिक प्रक्रम को दबाव समूह किस प्रकार प्रभावित करते हैं? क्या आप इस मत से सहमत है कि हाल के वर्षों में अनौपचारिक दबाव समूह, औरपचारिक दबाव समूहों की तुलना में ज्यादा शक्तिशाली रूप में उभरे हैं?

How do pressure groups influence Indian political process? Do you agree with this view that informal pressure groups have emerged as more powerful than formal pressure groups in recent years?

5. जनता के प्रति सरकार की जवाबदेही स्थापित करने में लोक लेखा समिति की भूमिका की विवेचना कीजिए।

Discuss the role of Public Accounts Committee in establishing accountability of the government to the people.

6. ‘जल, सफाई एवं स्वच्छता की आवश्यकता को लक्षित करने वाली नीतियों के प्रभावी क्रियान्वयन को सुनिश्चित करने के लिए लाभार्थी वर्गों की पहचान को प्रत्याशित परिणामों के साथ जोड़ना होगा।” ‘वाश’ योजना के संदर्भमें इस कथन का परीक्षण कीजिए।

“To ensure effective implementation of policies addressing water, sanitation and hygiene need the identification of the beneficiary segments is to be synchronized with the anticipated outcomes.” Examine the statement in the context of the WASH scheme.

7. क्या निःशक्त व्यक्तियों के अधिकार अधिनियम, 2016 समाज में अभीष्ट लाभार्थियों के सशक्तिकरण और समावेशन की प्रभावी क्रियाविधि को सुनिश्चित करता है? चर्चा कीजिए।

Does the Rights of Persons with Disabilities Act, 2016 ensure effective mechanism for empowerment and inclusion of the intended beneficiaries in the society? Discuss.

8. अब तक भी भूख और गरीबी भारत में सुशासन के समक्ष सबसे बड़ी चुनौतियाँ हैं। मूल्यांकन कीजिए कि इन भारी समस्याओं से निपटने में क्रमिक सरकारों ने किस सीमा तक प्रगति की है। सुधार के लिए उपाय सुझाइए।

Hunger and poverty are the biggest challenges for good governance in India still today. Evaluate how far successive governments have progressed in dealing with these humongous problems. Suggest measures for improvement.

9. ‘चीन अपने आर्थिक संबंधों एवं सकारात्मक व्यापार अधिशेष को, एशिया में संभाव्य सैनिक शक्ति हैसियत को विकसित करने के लिए, उपकरणों के रूप में इस्तेमाल कर रहा है।” इस कथन के प्रकाश में, उसके पड़ोसी के रूप में भारत पर इसके प्रभाव पर चर्चा कीजिए।

“China is using its economic relations and positive trade surplus as tools to develop potential military power status in Asia.” In the light of this statement, discuss its impact on India as her neighbor.

10. संयुक्त राष्ट्र आर्थिक व सामाजिक परिषद् (इकोसॉक) के प्रमुख प्रकार्य क्या हैं? इसके साथ संलग्र विभिन्न प्रकार्यात्मक आयोगों को स्पष्ट कीजिए।

What are the main function of the United Nation Economic and Social Council (ECOSOC)? Explain different functional commissions attaches to it.

11. संविधान (एक सौ एक संशोधन) अधिनियम, 2016 के प्रमुख अभिलक्षणों को समझाइए। क्या आप समझते हैं कि यह ‘करों के सोपानिक प्रभाव को समाप्त करने में और माल तथा सेवाओं के लिए साझा राष्ट्रीय बाजार उपलब्ध कराने में काफी प्रभावकारी है?

Explain the salient features of the Constitution (One Hundred and First Amendment) Act, 2016. Do you think it is efficacious enough “to remove cascading effect of taxes and provide for common national market for goods and services”?

13. भारतीय संविधान में संसद के दोनों सदनों का संयुक्त सत्र बुलाने का प्रावधान है। उन अवसरों को गिनाइए, जब सामान्यतः यह होता है तथा उन अवसरों को भी, जब यह नहीं किया जा सकता, और इसके कारण भी बताइए।

The Indian Constitution has provisions for holding joint session of the two Houses of the Parliament. Enumerate the occasions when this would normally happen and also the occasions when it cannot, with reason thereof.

To enhance the quality of democracy in India the Election Commission of India has proposed electoral reforms in 2016. What are the suggested reforms and how far are they significant to make democracy successful?

15. महिलाएँ जिन समस्याओं का सार्वजनिक एवं निजी दोनों स्थलों पर सामना कर रही हैं, क्या राष्ट्रीय महिला आयोग उनका समाधान निकालने की रणनीति बनाने में सफल रहा है? अपने उत्तर के समर्थन में तर्क प्रस्तुत कीजिए।

Is the National Commission for Women able to strategize and tackle the problems that woman face at both public and private spheres ? Give reasons in support of your answer.

16. “वर्तमान समय में स्वयं सहायता समूहों का उद्भव राज्य के विकासात्मक गतिविधियों से धीरे परंतु निरंतर पीछे हटने का संकेत है।” विकासात्मक गतिविधियों में स्वयं सहायता समूहों की भूमिका का एवं भारत सरकार द्वारा स्वयं-सहायता समूहों को प्रोत्साहित करने के लिए किए गए उपायों का परीक्षण कीजिए।

“The emerhence of the Self-Help Groups (SHGs) in contemporary times points to the slow but steady withdrawal of the State from developmental activities.” Examine the role of the SHGs in developmental activities and the measures taken by the Government of India to promote the SHGs.

“Poverty alleviation programmes in india remain mere showpieces until and unless they are backed up by political will.” Discuss with reference to the performance of the major poverty alleviation programmes in India.

Initially Civil Services in India were designed to achieve the goals of neutrality and effectiveness, which seems to be lacking in the present context. Do you agree with the view that drastic reforms are required in Civil Services? Comment.

Indian diaspora has an important role to play in South-East Asian countries’ economy and society. Appraise the role of Indian diaspora in South-East Asia in this context.
